European Commission consultation on professional driver training

Through our collaboration with the European Transport Safety Council (ETSC), we are writing to encourage you to promote and contribute to the current consultation of the European Commission on the training of professional drivers. The consultation is part of a process of assessing the implementation of Directive 2003/59/EC on the compulsory initial qualification and periodic training for professional drivers.

The EC’s online questionnaire asks whether the Directive has met its objectives and what specific action and measures may need to be adopted to improve its effectiveness. In particular, the consultation addresses the issue of mutual recognition of professional drivers' training, notably the certificate of professional competence (CPC). The aim is also to identify new common requirements by analysing the different existing structures. The questionnaire’s structure is made up of questions (multiple choice) with a possibility of adding text underneath each question.

To give you an idea, the following includes an overview of the main questions and topics covered:

  • 2.1 Importance of education and training of drivers: mutual recognition for the profession of drivers, common framework for the training and testing.
  • 2.2 Impact of the Directive: contribution to professional competence of drivers, level playing field, mobility, alignment with social rules (561/2006).
  • 2.3 Scope: broadening the scope - taxis / vans etc.
  • 2.4 Access to professional driving - gradual access for professional young drivers, structure of training: modules or free system.
  • 2.5 Mutual recognition and certification: mutual recognition, harmonised format for CPC.
  • 3.1 Structure and content of the Training: separate or as part of other forms of professional training, separate of part of driving licence test.
  • 3.1.1 Initial qualification and training - subjects, form, use of simulators, and use of e-learning.
  • 3.1.2 Compulsory Periodic Training - Uniform European Syllabus, test after the periodic training, organisation of the training over 5 year period, regulation in more detail of requirements of test centres / instructors.

The questionnaire is extensive:

The deadline for the consultation is 25th of October. We would urge you to contribute to the consultation and also inform others active in the field in your countries about it.
